The idea is simple - government loans to the solar industry and American homeowners can make solar energy the “norm” for households across the nation.

In order to make solar energy affordable for every homeowner, we need to make it plentiful.  That means producing millions of solar panels.  The cost per panel will need to be 30-35% of current costs to actually provide a financial benefit for the average homeowner. See "Doing The Numbers".

Solar panels must also be efficient, they can currently be produced at a 40% efficiency.  In that way, a small amount of (roof) real estate is needed, no more than 200-300 square feet.  This would mean that almost everyone will have enough space and the installation expenses would be dramatically lowered.  This level of efficiency has already been attained, but not in mass production.

With these two criterion met, solar power will sell itself; it will be a good buy for the average homeowner.  Ramping up production of efficient panels, however, will need government intervention or solar power will forever be a niche market.

Government loans to the solar industry would help defer the startup costs of producing solar panels in such enormous quantities.  The solar industry could then literally "flood the market" with solar panels causing the price to drop dramatically.

In order to expedite the movement to solar, a second wave of loans will be necessary for the homeowners. These loans would be for the entire cost of the solar units and would be five-year loans. In this way, homeowners would literally have no up front costs and would be paying off loans instead of paying utility bills. They would be investing in upgrading their properties and at the end of the loan they would enjoy free energy for the life of the equipment.   This would be an offer too good for anyone to pass up.

Because it is providing loans to industry to defer expensive startup costs and to homeowners to defer the cost of installing solar, the government would recoup their outlay for solar energy. American jobs would be generated and the American skies would be cleaner. The move away from foreign oil would be because it makes good financial and ecological sense. The war on terror would get its greatest ally in that American money would no longer be funding it, but rather funding our own country’s coffers as these low-cost loans are repaid.  Banks would be busy once again granting loans and the economy would be revitalized with a brand-new budding industry.  Best of all American homes would be upgraded to be energy independent.
