This area will contain an informal draft of possible proposed solar legislation taken from the information compiled on this site.  This is NOT current legislation nor, at this time has it been adopted by any government representative.   It, like the entire website, is an attempt to frame what such proposed legislation might look like.

 Residential Solar Freedom Act ( future date )

 


 A BILL

 [note: All numbers provided on this site are for explanation purposes only and will require an extensive feasibility study prior to legislation being drafted.]

To provide long and short-term loans and funding for the Manufacturing and purchase of residential solar equipment, on a large-scale.

 Funding of 4 Billion dollars annually will be provided for the construction and purchase of Residential Solar Units for 3 years.  The funding will allow 500,000 additional New Residential Solar Units to be produced each of the first two years and then fund the continence of approximately 1 million such Units per year for the duration of the migration to solar. 

Funding will be appropriated in the following manner for the three years; the first year to Solar manufacturers to ramp up production, the second split between manufacturing and consumers and the final year primarily to consumers.

The Residential Solar Freedom Fund will be established to manage the loan money as it is repaid.  This fund will be used to make future loans, primarily to consumers to continue the move to solar energy.  An additional 1 Billion may be needed in the fourth year of the plan to provide necessary residential loans.  However thereafter this fund can begin to provide funding to the Hydrogen Industry.  Two areas will be earmarked, again in the form of loans, for these monies; First for the manufacture of Household Hydrogen converters to provide energy for Hydrogen Automobiles and second to Utility Companies for the management of excess Solar generated power.

Section 3. Funding for the Manufacturing of Solar Equipment

Two forms of loans are required for Solar Manufacturers.  One for Manufacturing Overhead  including factory equipment and building and factory supplies.  The second for Materials and Labor incurred during the production of the Solar Units.  Since the Solar Units will be sold at a loss during the first two years manufacturers will have to defer those costs.

 Long term loans will be provided for American companies to secure and establish manufacturing facilities in the United Sates to produce Residential Solar Systems.  These facilities are required to produce no less than 250,000 said Systems (to be specified later in this document) per year.  Materials for these Systems must contain no more than 10% foreign components and will be constructed by American workers.

 

Section 4. Funding for the Provision of Loans to Solar Energy Equipment Consumers

A minimum of 500,000 Solar Units will be sold per year at an approximate price of $7,500 each. bank loans will provide the majority of the 3 3/4 Billion to consumers to purchase the Solar units.  The government will provide loans to allow the consumer to barrow the entire cost of the unit for 5-7 years.  (Approximately 1 Billion in loans required for second year and 2 1/2 Billion for final year)
